The version on the wxWindows homepage is the released version of 2.01, we
have since moved on to snapshot (or beta) releases of 2.1. See
http://www.freiburg.linux.de/~wxxt/ for more details on wxGTK. (One day all
these web sites will be integrated so people will be able to more easily
find these kinds of answers.)
There should be an official release of 2.1 within a couple weeks.

You can set overrides like this in a file named build.local.

Yes, wxGTK apps will honor any themes that are set. I don't know how to do
this without running GNOME/Enlightenment window manager though.
